Focus on implementation as Baghdad, Erbil hail fiscal breakthrough

The relationship between the semi-autonomous Kurdistan Regional Government (KRG) and the federal government in Baghdad has long been fraught with tension, shaped by decades of political, territorial and financial disputes.
