Why was Iran excluded from the ‘Doha Process’ on Syria?

On the eve of the tenth anniversary of the Syrian uprising, Qatari Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani hosted his Russian and Turkish counterparts Sergey Lavrov and Mevlut Cavusoglu to launch “a new trilateral consultation process” on Syria.

In the final statement of the March 11 meeting in Doha, the parties stressed the importance of “preserving the sovereignty, independence, unity and territorial integrity” of Syria while calling for a political settlement as the “only solution” to the Syrian conflict...
